I was under the impression he wants to (it was a manifesto commitment IIRC) but can’t until new rules come in in September this year. Hence it’s on the list until it’s confirmed he’s not going to chair it (I’m expecting him to stop the TfL job in favour of Parker at some point, for instance).
He also has another book contract with HarperCollins:

Sadly, Boris seems unaware that Literary Agents don’t actually pay you when you use their services and the bill from AP Watt for negotiating his contract with HarperCollins will evidently come as some surprise to him.

There seem to be discussions ongoing with current chair Len Duvall. Johnson is planning to take over from October.
