Transport Safety : The Final Insult

August 2nd, 2008 by Tom

From the BTP’s ‘L Area’ Policing Plan* (London Underground/DLR):

Perception of safety and security
While passenger perceptions of safety while traveling on the Underground and DLR are high,  we strive to always increase this through highly  visible Neighbourhood policing.
To improve passenger perception of safety and security over 2007-08 levels:
At LU stations (currently 80%)
On LU trains (currently 82%)
To maintain passenger perception of  safety and security at 2007-08 levels:
At DLR stations (currently 98%)
On DLR trains (currently 98%)

So 4 out of 5 customers on the Tube feel safe at stations and on the trains.  Thank goodness we have Boris and his massive mandate to sort out that pressing problem, even though he has no real say over BTP priorities, which in England are set centrally from Westminster.

* a frankly rather bizarre document - they have a target of obtaining six football banning orders this year, for instance, which goes to show why I’m not an fan of micromanaged police targets.  On the other hand, it amusingly contains no instance of the word ‘Mayor’.

I think that often targets are useful (when constantly reviewed and not seen as the be all and end all), but when you’re dealing with figures as low as six then that’s completely idiotic.

Agree entirely - the problem comes when targets are seen as an end in themselves rather than a process - how does getting, say, five banning orders instead of six this year mean that London is at sufficiently greater risk from football hooliganism to justify the BTP suffering for missing their target?
