The awful truth was probably that Parker intended to go much, much further, particularly with TfL.

Tom: absolutely, this represents a massive real-terms cut in the GLA’s budget. Perhaps they should have kept Tim Parker in place to help them slash and burn after all.

So basically Boris has been looking for cuts all across the GLA in order to please the faithful at conference. Freezing the precept is of course a cut, with inflation at 5%.
