Actually, I saw this on a bendy the other day, too many people got on at the front, which is actually quite a tight entrance, compared to the other two.

But yes, on short routes the top deck is often underused.</description>

		<description>I sat near Waterloo Bridge for ten minutes this lunchtime, observing the double-deckers which passed over in both directions. The vast majority were completely empty on the upper deck, I counted one bus with two passengers upstairs and a few with one - every bus had passengers in all areas downstairs. 

The top decks of Routemasters were well-used in the past. Was this because people loved negotiating the narrow staircases? Nope, it was because you could have a fag.

I use the buses in outer London every day and the double-deckers are always virtually empty on the upper decks whilst the lower decks have passengers crowding around the front of the bus and the middle door, obstructing the passsge of others whilst backward-facing seats at the rear of the bus are left empty. People just will not go upstairs.</description>
